a php sideblock or center block to my knowledge does not need to be in the modules folder. That would just be a module that you need to store there. There should be a sideblock or center block creator that you use to create new blocks that you can show on a module page

You should be able to create a php block. It is how I do it in vbportal and I know user's have done this as well in vbadvanced.
