running pp 5.21

i setup a new category called "New Section" and checked the following for view images:

Paid User
Super Admins

All others are unchecked. I check the group ID's in phpmysqladmin in VBulletin and Photopost and they correlate. I even removed all groups from PP database and did a refresh to get the groups back in and that worked but still the authentication does not work.

For some reason my normal users can view the cats and images.
