One of my users just pointed out to me that whenever someone uses & or ' that PP does this, two examples:

UP 9979, a former C&amp;NW GP-40 leads the Costa Mesa local over the Santa Ana River

It is also doing this "SD40-2\'s" instead of "SD40-2's" and the same thing applies with an edit.

Any ideas?
