If you click on the item and then click Edit Product, can you then select REBUILD THUMBNAIL under the image which is not resizing?

Also, you'll want to make sure your browser isn't caching the "old" thumbnail that has been built. Sometimes, even with Firefox, I have to force a full page reload to force a refresh of that image.
