I've installed (or tried to) PP Classifieds on a local machine running VB 3.5

AFt installing I'm trying to run adm-index.php and I get the error:

Warning: main(./global.php) [function.main]: failed to open stream: Permission denied in C:\WebSites\hangout\classifieds\header-inc.php on line 61

Fatal error: main() [function.require]: Failed opening required './global.php' (include_path='.;C:\php5\pear') in C:\WebSites\hangout\classifieds\header-inc.php on line 61

$VBPATH is set to C:\WebSites\hangout\forum

which is the correct location for the forum.

Help appreciated, thanks
