This thread explains then why when I did my 3.0.x to 3.5.0 upgrade I had to reinstall the templates but when I did my 3.5.0 to 3.5.1 upgrade I didn't. I hadn't thought about it at the time....when I did the 3.5.1 upgrade everything just worked so I didn't question it.
