Correct.
.... but it sounds like you've already tried all of the usual 'try-this-and-it-should-take-care-of-it...' type paths. The blank page is usually after an upgrade and the templates haven't been re-installed yet. Occassionally I've seen it with with some incorrect directory information as well but the majority of the times it's a template issue.
And, no, the re-install templates doesn't do anything more than what it says, it re-installs the templates to the master style (usually hidden unless you're running in debug mode).
