A category, or a usergroup? I would assume you mean a usergroup, but just want to make sure we're on the same page here.

What permissions exactly did you give them? A user should only see those links if they are in a usergroup that has access to the Mod CP in vBulletin or if they have been added as a category moderator in the gallery.
