Brian suggested I submit a support ticket, as you can see above, I repsonded with a private message explaining my concern with giving complete access to my server
I have researched this problem further, and have come to discover the problem does not lie within the Gallery program. It actually lies within the cmps program. After uninstalling the cmps, the quick reply works for all usergroups.
