I was wondering if there would be a new option in the Modify Permissions for usergroup to have their created catgoreis moderated befor they can start uploading files to them.

I set Usergroup X to Can create categories, so a user in this group should be able to create a category, but he/she wouldn't be able to upload any file to that category unless that category has been moderated.

Sometime I want to have a specific names for user's category, or maybe just don't want to have a duplicate category names, etc ...
