Here we go (again):

Admin Side:
Me( Admin) set a new category with this option:
Allow Users to Create Sub-Categories: Yes
..
..
Allow Ratings: Yes
..
..

User Side:
A User crate a Categorie and set that Users can rate his pictures.
But the Rating thing is then missing in the picture large view.
