It took me a long time to figure it out( even though brian beat it through my head a few times.) but this might work for you.
make sure that all your user groups (in the gallery section of the admin panel Only)have allow to delete and allow to edit others images clicked to on.
This is assuming you have users with there own albums.
Problem I had was a few user groups had it clicked to no .
I am still trying to learn the user group stuff on VBulletin its complicated for me.
