As it is now, Admins can't upload to member categories that have "Allow Other Users to Upload to Category" set to no. While this is expected for your average user, I think Admins should be able to upload to any folder they need to upload to. This would allow us to upload images to a user's category as that user - without this, uploading as a user doesn't make much sense.
