PhotoPost Community - View Single Post - Header.htm not displaying. How do I get it to work?

I'm having a problem getting the header.htm file to work. I put together both the header and footer files to customize my Reviewpost. Both files are located in the same directory. Full paths to both are in the Global Options of the admin page. The footer displays but the header does not.

I tried reversing the file names (changed header.htm to footer.htm) and modified the filename in the path and the header.htm page showed up as the footer. So I know that both files are okay and both paths are okay.

But the footer shows and the header doesn't. How can I begin to track down what the problem is?
