as I found out now, permission setting resetting etc. has nothing to do with it.
I found the reason for this problem: The way how you can set the options in admin/categories changed over the last couple of versions. As a consequence, some wordings like voting are not correct anymore within categories.
In the text it should be added, that if this category is set to "ratings", these voting options act as rating options. They act only as voting options, if the category is set to "contest" within the drop-down menu.
Without this knowledge, PP 514 acts totally differnt than previous versions and this leads to confusion and is wasting your and my time.
This is the background information:
In the past (around pp version 5) rating was possible if comments have been possible. You only checked this in the categories with "commnets" for each usergroup. Then you introduced "votings". For this you added in the categories another possibility to activate and disable votings for each usergroup. But this was in the past never linked to ratings.
From around version 5.12 or 5.13 (my guess) the voting and rating seems to be linked to each other. You invented a drop-down choice within categories for "rating" and "contests". Depending on the setting in this drop-down box, the option for usergroups called "voting" acts for ratings or for votings. But there is no hint, that this is also the setting for ratings, if the dropdown choice is set to rating (which is the standard setting in all fresh install)
I checked this with some other installations. It is always the same. I can not check whether votings work properly, since I always have the same IP address and can not uploload an image and vote for it later on (with ratings, I am able to do that strangely)
How to fix it:
So my advice would be to change the wording for the voting options. Currently it is:

These checked usergroups can vote in this category,
unless a usergroup's overall posting access is disabled.
-------------------
The word "vote" should be changed to "rate", since this is the standard setting for every fresh install.
Additionally, it should be made clear, that this also the right place for the voting settings, in case you put this category to "contest".
This would have saved me easily 3-4 hours of checking and posting here in the forum and for you also some time...
