OK I found it. When you are unregistered, click the upload image from the main index page and upload 2 or more upload fields and it will give you the permissions error. I tried it with different images and it did it both times. I currently have 5 fields and it does it when all 5 are filled, when 2 are filled, but works if it's a single image.
