Hi..
I think the best option for you to follow is to create a new 'contest' category (set upload restrictions accordingly) then simply upload or add members photos which need to be voted on, edit this new category for 'Rating type' and set to 'contest'
You can set a "Daily Upload Limit" for usergroups and of course a 'Max number of images in category' on a per category basis but i recommend the first option.
