As stated the only way this can happen is if VB3 integration is off and you have incorrectly entered a cookie setting wrong. Either the vblicense number or the cookie prefix no doubt.
I would say your cookie prefix which is by default bb ( it is in the config.php file of vb3 not the admin cookie settings ) and this is why you are not logged into admin. You either need to rerun install and specify the correct settings or use phpmyadmin as I stated and view your settings table and make sure settings 171-173 are correctly matching your vb3 cookie settings
