Then you have not properly upgraded your installation.

I know there are alot of people out there that improperly try and edit there config files on their upgrades however the upgrade instructions have always stated not to replace it.

In this upgrade if you did this and then ran the upgrade script to upgrade 482 you hosed yourself as your missing important queries in your settings table as part of the upgrade requires certain variables in your 482 and below config file to insert the settings into your settings table.

Your may be place the following settings back into your config file and rerun the upgrade to insert them. Make sure to put the proper cookie variables for you in these settings below before running the upgrade. If your using VB3 dont worry about it as when you use vb3 integration we get cookie settings from that forum

$cookie_path="/";
$cookie_prefix="";
