You where talking about cookie settings and not being able to login in above how did we get to admin emails?
I would definately say you have something on your server interfering with things as I have done new installs and upgrades many times over trying to find issues.
The instructions posted above are accurate and the only issue related to people not being able to login is user error thus your issue would have to be server related to some sort of cache thing.
Reading up on this turck cache thing I would definately suspect that as its holding php scripts in buffers to execute things.
