Finally. OK I chmoded both the upload and the 1 folder in it to 777. It started working, but is that too much permission? Does the upload folder even need to be chmodded and either or not it's both, does it need to be 777?

That was a strange error to give when jpegtran was installed properly the whole time.... or at least my host claimed it was and after chmodding those things it did start working.

Thanks for all the help you guys have imparted on my behalf. May I make a suggestion. It would be great if you guys offered a moved server guide that instructs users on everything they need to do and recheck after moving servers. From all the chmodding I went through to the more noobish thing of making sure the paths to mogrify, etc. are set correct. You could even include the lines of running locate on your server.
