On number 4. If you are looking to make the subcategories only show up when you actually click on the Top-Level Category, you need to set the Depth of Child Display to 0 in the Edit Categories section in your Admin panel.

Why is an admin looking @ this message or why is it necessary to display this message to users, who already are enabled/disabled for moderation of images>
All these checkboxes actually only show up on as an admin, these are admin options for bulk uploads. when uploading multiple files just check on these two and everything should go fine, at least they did for me.
