Sounds to me like a timeout/memory issue and GD2
Try checking your uploads directory for both users and making sure there are not failed uploads in there. Delete any failed files.
Basically with GD2 if thats what your using you might need to get your host or you if you have access to edit the memory_limit and up php memory to 16-32mb for php memory and move your max_execution_time up to around 90 seconds.
