We've clicked that setting to no and all it does it prohibit them from viewing the larger images but they can still view the thumbs. We don't want visitors to view anything untless they are registered. This is a privacy issue that we need to fix.
In regards to the cat permissions, would that prohibit non-registred visitors from viewing anything?
