Your path is wrong
Make sure you use the same path
/home/virtual/site1/fst/var/www/html/photo_serv in config file
and
/home/virtual/site1/fst/var/www/html/photo_serv/uploads
/home/virtual/site1/fst/var/www/html/photo_serv/data
for the proper paths in admin options
