EXTRA APPROVAL SCREEN? If you talking about bulkupload thats not an approval screen. That is the Photopost upload screen. Remember only admins have the extra ability to add descriptions and titles on uploadphoto. Everyone else is not able to enter titles and descriptions till the bulkupload.
Now if you are talking about having to go to the approve admin screen then simply edit your usergroup settings and turn off require moderation for any group you want to not have moderation.
